The End of the Establishment?

Step back from the campaign fray for just a moment and consider the enormity of what’s already occurred.
A 74-year-old Jew from Vermont who describes himself as a democratic socialist, who wasn’t even a Democrat until recently, has come within a whisker of beating Hillary Clinton in the Iowa caucus, routed her in the New Hampshire primary, and garnered over 47 percent of the caucus-goers in Nevada, of all places.

And a 69-year-old billionaire who has never held elective office or had anything to do with the Republican Party has taken a commanding lead in the Republican primaries.

Something very big has happened, and it’s not due to Bernie Sanders’ magnetism or Donald Trump’s likeability.

It’s a rebellion against the establishment.

The question is why the establishment has been so slow to see this. A year ago – which now seems like an eternity – it proclaimed Hillary Clinton and Jeb Bush shoe-ins.

Both had all the advantages – deep bases of funders, well-established networks of political insiders, experienced political advisors, all the name recognition you could want.
 
But even now that Bush is out and Hillary is still leading but vulnerable, the establishment still doesn’t see what’s occurred. They explain everything by pointing to weaknesses: Bush, they now say, “never connected” and Hillary “has a trust problem.”

A respected political insider recently told me most Americans are largely content. “The economy is in good shape,” he said. “Most Americans are better off than they’ve been in years. The problem has been the major candidates themselves.” 

I beg to differ.

Economic indicators may be up but they don’t reflect the economic insecurity most Americans still feel, nor the seeming arbitrariness and unfairness they experience. 

Nor do the major indicators show the linkages Americans see between wealth and power, crony capitalism, declining real wages, soaring CEO pay, and a billionaire class that’s turning our democracy into an oligarchy.

Median family income is lower now than it was sixteen years ago, adjusted for inflation.
Most economic gains, meanwhile, have gone to top.

These gains have translated into political power to rig the system with bank bailouts, corporate subsidies, special tax loopholes, trade deals, and increasing market power – all of which have further pushed down wages and pulled up profits.

Those at the very top of the top have rigged the system even more thoroughly. Since 1995, the average income tax rate for the 400 top-earning Americans has plummeted from 30 percent to 18 percent.

Wealth, power, and crony capitalism fit together. So far in the 2016 election, the richest 400 Americans have accounted for over a third of all campaign contributions.

Americans know a takeover has occurred and they blame the establishment for it.

There’s no official definition of the “establishment” but it presumably includes all of the people and institutions that have wielded significant power over the American political economy, and are therefore deemed complicit.

At its core are the major corporations, their top executives, and Washington lobbyists and trade associations; the biggest Wall Street banks, their top officers, traders, hedge-fund and private-equity managers, and their lackeys in Washington; the billionaires who invest directly in politics; and the political leaders of both parties, their political operatives, and fundraisers.

Arrayed around this core are the deniers and apologists – those who attribute what’s happened to “neutral market forces,” or say the system can’t be changed, or who urge that any reform be small and incremental.

Some Americans are rebelling against all this by supporting an authoritarian demagogue who wants to fortify America against foreigners as well as foreign-made goods. Others are rebelling by joining a so-called “political revolution.”

The establishment is having conniptions. They call Trump whacky and Sanders irresponsible. They charge that Trump’s isolationism and Bernie’s ambitious government programs will stymie economic growth.

The establishment doesn’t get that most Americans couldn’t care less about economic growth because for years they’ve got few of its benefits, while suffering most of its burdens in the forms of lost jobs and lower wages.

Most people are more concerned about economic security and a fair chance to make it.
The establishment doesn’t see what’s happening because it has cut itself off from the lives of most Americans. It also doesn’t wish to understand, because that would mean acknowledging its role in bringing all this on.

Yet regardless of the political fates of Donald Trump and Bernie Sanders, the rebellion against the establishment will continue. 

Eventually, those with significant economic and political power in America will have to either commit to fundamental reform, or relinquish their power.

The Digital Arms Race: NSA Preps America for Future Battle

The NSA's mass surveillance is just the beginning. Documents from Edward Snowden show that the intelligence agency is arming America for future digital wars -- a struggle for control of the Internet that is already well underway.

Normally, internship applicants need to have polished resumes, with volunteer work on social projects considered a plus. But at Politerain, the job posting calls for candidates with significantly different skill sets. We are, the ad says, "looking for interns who want to break things."

Politerain is not a project associated with a conventional company. It is run by a US government intelligence organization, the National Security Agency (NSA). More precisely, it's operated by the NSA's digital snipers with Tailored Access Operations (TAO), the department responsible for breaking into computers.

Potential interns are also told that research into third party computers might include plans to "remotely degrade or destroy opponent computers, routers, servers and network enabled devices by attacking the hardware." Using a program called Passionatepolka, for example, they may be asked to "remotely brick network cards." With programs like Berserkr they would implant "persistent backdoors" and "parasitic drivers". Using another piece of software called Barnfire, they would "erase the BIOS on a brand of servers that act as a backbone to many rival governments."

An intern's tasks might also include remotely destroying the functionality of hard drives. Ultimately, the goal of the internship program was "developing an attacker's mindset."

The internship listing is eight years old, but the attacker's mindset has since become a kind of doctrine for the NSA's data spies. And the intelligence service isn't just trying to achieve mass surveillance of Internet communication, either. The digital spies of the Five Eyes alliance -- comprised of the United States, Britain, Canada, Australia and New Zealand -- want more.

The Birth of D Weapons
 
According to top secret documents from the archive of NSA whistleblower Edward Snowden seen exclusively by SPIEGEL, they are planning for wars of the future in which the Internet will play a critical role, with the aim of being able to use the net to paralyze computer networks and, by doing so, potentially all the infrastructure they control, including power and water supplies, factories, airports or the flow of money.

During the 20th century, scientists developed so-called ABC weapons -- atomic, biological and chemical. It took decades before their deployment could be regulated and, at least partly, outlawed. New digital weapons have now been developed for the war on the Internet. But there are almost no international conventions or supervisory authorities for these D weapons, and the only law that applies is the survival of the fittest.

Canadian media theorist Marshall McLuhan foresaw these developments decades ago. In 1970, he wrote, "World War III is a guerrilla information war with no division between military and civilian participation." That's precisely the reality that spies are preparing for today.

The US Army, Navy, Marines and Air Force have already established their own cyber forces, but it is the NSA, also officially a military agency, that is taking the lead. It's no coincidence that the director of the NSA also serves as the head of the US Cyber Command. The country's leading data spy, Admiral Michael Rogers, is also its chief cyber warrior and his close to 40,000 employees are responsible for both digital spying and destructive network attacks.

Surveillance only 'Phase 0'
 
From a military perspective, surveillance of the Internet is merely "Phase 0" in the US digital war strategy. Internal NSA documents indicate that it is the prerequisite for everything that follows. They show that the aim of the surveillance is to detect vulnerabilities in enemy systems. Once "stealthy implants" have been placed to infiltrate enemy systems, thus allowing "permanent accesses," then Phase Three has been achieved -- a phase headed by the word "dominate" in the documents. This enables them to "control/destroy critical systems & networks at will through pre-positioned accesses (laid in Phase 0)." Critical infrastructure is considered by the agency to be anything that is important in keeping a society running: energy, communications and transportation. The internal documents state that the ultimate goal is "real time controlled escalation".

One NSA presentation proclaims that "the next major conflict will start in cyberspace." To that end, the US government is currently undertaking a massive effort to digitally arm itself for network warfare. For the 2013 secret intelligence budget, the NSA projected it would need around $1 billion in order to increase the strength of its computer network attack operations. The budget included an increase of some $32 million for "unconventional solutions" alone.

Collect it all: America's surveillance state

Fault Lines investigates the fallout over the NSA's surveillance programme in the US and abroad.

Some of the US' best secrets are out since former National Security Agency (NSA) contractor Edward Snowden released thousands of classified documents about government surveillance in one of the most significant leaks in US history. He has been charged with espionage and has been living in Russia under temporary asylum.

What does it mean to live in a surveillance state? Fault Lines investigates the fallout over the NSA's mass data collection programmes by speaking to the people at the centre of the story, including journalist Glenn Greenwald and NSA director Keith Alexander.

The NSA's goal really is the elimination of privacy globally; it is literally a system to monitor all forms of human behaviour in the United States - which is the ultimate surveillance state.

Greenwald tells Fault Lines how he got the Snowden documents, what the main revelations are, and why people should care. He lives in Brazil and has not returned to the US since he broke the story about the NSA surveillance programmes.
We also speak with William Binney, an NSA whistleblower who tells us the main turning point was 9/11, when the NSA vastly expanded its programmes and began collecting the data of Americans, not just foreigners as they had been before.

After the 9/11 attacks, surveillance also became more pervasive at the local level. We decided to speak to a group of people who definitely know their being spied on.
The New York Police Department (NYPD) began a programme with the help of two former CIA officials, to surveil Muslim life at all levels: mosques, cafes, infiltrating organisations and student groups.

We speak to a young Muslim student who talks about what it feels like to be under constant surveillance, and also meet Linda Sarsour, the executive director of a local community organisation called the Arab American Association of NY (AAANY).

The NYPD had a plan to infiltrate the board of AAANY, a centre that caters to immigrant women, children. She tells us what the implications of the programme is for the local Muslim community and discusses the effects.

We also speak to law professor Ramzi Kassem who analyses these policies as well as a psychologist who discusses the psychological effects of mass surveillance.

Finally, we come to Washington DC, where the NSA programme is being debated in the halls of Congress. We attend hearings on the hill, where General Keith Alexander and director James Clapper are being questioned; we hear from members of Congress from across the political spectrum about it; and we even get a chance to ask General Alexander questions ourselves.

Inside TAO: Documents Reveal Top NSA Hacking Unit

 The NSA's TAO hacking unit is considered to be the intelligence agency's top secret weapon. It maintains its own covert network, infiltrates computers around the world and even intercepts shipping deliveries to plant back doors in electronics ordered by those it is targeting.


In January 2010, numerous homeowners in San Antonio, Texas, stood baffled in front of their closed garage doors. They wanted to drive to work or head off to do their grocery shopping, but their garage door openers had gone dead, leaving them stranded. No matter how many times they pressed the buttons, the doors didn't budge. The problem primarily affected residents in the western part of the city, around Military Drive and the interstate highway known as Loop 410.
 In the United States, a country of cars and commuters, the mysterious garage door problem quickly became an issue for local politicians. Ultimately, the municipal government solved the riddle. Fault for the error lay with the United States' foreign intelligence service, the National Security Agency, which has offices in San Antonio. Officials at the agency were forced to admit that one of the NSA's radio antennas was broadcasting at the same frequency as the garage door openers. Embarrassed officials at the intelligence agency promised to resolve the issue as quickly as possible, and soon the doors began opening again.

It was thanks to the garage door opener episode that Texans learned just how far the NSA's work had encroached upon their daily lives. For quite some time now, the intelligence agency has maintained a branch with around 2,000 employees at Lackland Air Force Base, also in San Antonio. In 2005, the agency took over a former Sony computer chip plant in the western part of the city. A brisk pace of construction commenced inside this enormous compound. The acquisition of the former chip factory at Sony Place was part of a massive expansion the agency began after the events of Sept. 11, 2001.

On-Call Digital Plumbers
 
One of the two main buildings at the former plant has since housed a sophisticated NSA unit, one that has benefited the most from this expansion and has grown the fastest in recent years -- the Office of Tailored Access Operations, or TAO. This is the NSA's top operative unit -- something like a squad of plumbers that can be called in when normal access to a target is blocked.

According to internal NSA documents viewed by SPIEGEL, these on-call digital plumbers are involved in many sensitive operations conducted by American intelligence agencies. TAO's area of operations ranges from counterterrorism to cyber attacks to traditional espionage. The documents reveal just how diversified the tools at TAO's disposal have become -- and also how it exploits the technical weaknesses of the IT industry, from Microsoft to Cisco and Huawei, to carry out its discreet and efficient attacks.

The unit is "akin to the wunderkind of the US intelligence community," says Matthew Aid, a historian who specializes in the history of the NSA. "Getting the ungettable" is the NSA's own description of its duties. "It is not about the quantity produced but the quality of intelligence that is important," one former TAO chief wrote, describing her work in a document. The paper seen by SPIEGEL quotes the former unit head stating that TAO has contributed "some of the most significant intelligence our country has ever seen." The unit, it goes on, has "access to our very hardest targets."

A Unit Born of the Internet
 
Defining the future of her unit at the time, she wrote that TAO "needs to continue to grow and must lay the foundation for integrated Computer Network Operations," and that it must "support Computer Network Attacks as an integrated part of military operations." To succeed in this, she wrote, TAO would have to acquire "pervasive, persistent access on the global network." An internal description of TAO's responsibilities makes clear that aggressive attacks are an explicit part of the unit's tasks. In other words, the NSA's hackers have been given a government mandate for their work. During the middle part of the last decade, the special unit succeeded in gaining access to 258 targets in 89 countries -- nearly everywhere in the world. In 2010, it conducted 279 operations worldwide.

Indeed, TAO specialists have directly accessed the protected networks of democratically elected leaders of countries. They infiltrated networks of European telecommunications companies and gained access to and read mails sent over Blackberry's BES email servers, which until then were believed to be securely encrypted. Achieving this last goal required a "sustained TAO operation," one document states.

This TAO unit is born of the Internet -- created in 1997, a time when not even 2 percent of the world's population had Internet access and no one had yet thought of Facebook, YouTube or Twitter. From the time the first TAO employees moved into offices at NSA headquarters in Fort Meade, Maryland, the unit was housed in a separate wing, set apart from the rest of the agency. Their task was clear from the beginning -- to work around the clock to find ways to hack into global communications traffic.

Recruiting the Geeks
 
To do this, the NSA needed a new kind of employee. The TAO workers authorized to access the special, secure floor on which the unit is located are for the most part considerably younger than the average NSA staff member. Their job is breaking into, manipulating and exploiting computer networks, making them hackers and civil servants in one. Many resemble geeks -- and act the part, too.

Indeed, it is from these very circles that the NSA recruits new hires for its Tailored Access Operations unit. In recent years, NSA Director Keith Alexander has made several appearances at major hacker conferences in the United States. Sometimes, Alexander wears his military uniform, but at others, he even dons jeans and a t-shirt in his effort to court trust and a new generation of employees.

The recruitment strategy seems to have borne fruit. Certainly, few if any other divisions within the agency are growing as quickly as TAO. There are now TAO units in Wahiawa, Hawaii; Fort Gordon, Georgia; at the NSA's outpost at Buckley Air Force Base, near Denver, Colorado; at its headquarters in Fort Meade; and, of course, in San Antonio. One trail also leads to Germany. According to a document dating from 2010 that lists the "Lead TAO Liaisons" domestically and abroad as well as names, email addresses and the number for their "Secure Phone," a liaison office is located near Frankfurt -- the European Security Operations Center (ESOC) at the so-called "Dagger Complex" at a US military compound in the Griesheim suburb of Darmstadt.

But it is the growth of the unit's Texas branch that has been uniquely impressive, the top secret documents reviewed by SPIEGEL show. These documents reveal that in 2008, the Texas Cryptologic Center employed fewer than 60 TAO specialists. By 2015, the number is projected to grow to 270 employees. In addition, there are another 85 specialists in the "Requirements & Targeting" division (up from 13 specialists in 2008). The number of software developers is expected to increase from the 2008 level of three to 38 in 2015. The San Antonio office handles attacks against targets in the Middle East, Cuba, Venezuela and Colombia, not to mention Mexico, just 200 kilometers (124 miles) away, where the government has fallen into the NSA's crosshairs.

Part 2: Targeting Mexico 

Mexico's Secretariat of Public Security, which was folded into the new National Security Commission at the beginning of 2013, was responsible at the time for the country's police, counterterrorism, prison system and border police. Most of the agency's nearly 20,000 employees worked at its headquarters on Avenida Constituyentes, an important traffic artery in Mexico City. A large share of the Mexican security authorities under the auspices of the Secretariat are supervised from the offices there, making Avenida Constituyentes a one-stop shop for anyone seeking to learn more about the country's security apparatus.

Operation WHITETAMALE
 
That considered, assigning the TAO unit responsible for tailored operations to target the Secretariat makes a lot of sense. After all, one document states, the US Department of Homeland Security and the United States' intelligence agencies have a need to know everything about the drug trade, human trafficking and security along the US-Mexico border. The Secretariat presents a potential "goldmine" for the NSA's spies, a document states. The TAO workers selected systems administrators and telecommunications engineers at the Mexican agency as their targets, thus marking the start of what the unit dubbed Operation WHITETAMALE.

Workers at NSA's target selection office, which also had Angela Merkel in its sights in 2002 before she became chancellor, sent TAO a list of officials within the Mexican Secretariat they thought might make interesting targets. As a first step, TAO penetrated the target officials' email accounts, a relatively simple job. Next, they infiltrated the entire network and began capturing data.

Soon the NSA spies had knowledge of the agency's servers, including IP addresses, computers used for email traffic and individual addresses of diverse employees. They also obtained diagrams of the security agencies' structures, including video surveillance. It appears the operation continued for years until SPIEGEL first reported on it in October.

The technical term for this type of activity is "Computer Network Exploitation" (CNE). The goal here is to "subvert endpoint devices," according to an internal NSA presentation that SPIEGEL has viewed. The presentation goes on to list nearly all the types of devices that run our digital lives -- "servers, workstations, firewalls, routers, handsets, phone switches, SCADA systems, etc." SCADAs are industrial control systems used in factories, as well as in power plants. Anyone who can bring these systems under their control has the potential to knock out parts of a country's critical infrastructure.

The most well-known and notorious use of this type of attack was the development of Stuxnet, the computer worm whose existence was discovered in June 2010. The virus was developed jointly by American and Israeli intelligence agencies to sabotage Iran's nuclear program, and successfully so. The country's nuclear program was set back by years after Stuxnet manipulated the SCADA control technology used at Iran's uranium enrichment facilities in Natanz, rendering up to 1,000 centrifuges unusable.

The special NSA unit has its own development department in which new technologies are developed and tested. This division is where the real tinkerers can be found, and their inventiveness when it comes to finding ways to infiltrate other networks, computers and smartphones evokes a modern take on Q, the legendary gadget inventor in James Bond movies.

Having Fun at Microsoft's Expense
 
One example of the sheer creativity with which the TAO spies approach their work can be seen in a hacking method they use that exploits the error-proneness of Microsoft's Windows. Every user of the operating system is familiar with the annoying window that occasionally pops up on screen when an internal problem is detected, an automatic message that prompts the user to report the bug to the manufacturer and to restart the program. These crash reports offer TAO specialists a welcome opportunity to spy on computers.

When TAO selects a computer somewhere in the world as a target and enters its unique identifiers (an IP address, for example) into the corresponding database, intelligence agents are then automatically notified any time the operating system of that computer crashes and its user receives the prompt to report the problem to Microsoft. An internal presentation suggests it is NSA's powerful XKeyscore spying tool that is used to fish these crash reports out of the massive sea of Internet traffic.

The automated crash reports are a "neat way" to gain "passive access" to a machine, the presentation continues. Passive access means that, initially, only data the computer sends out into the Internet is captured and saved, but the computer itself is not yet manipulated. Still, even this passive access to error messages provides valuable insights into problems with a targeted person's computer and, thus, information on security holes that might be exploitable for planting malware or spyware on the unwitting victim's computer.

Although the method appears to have little importance in practical terms, the NSA's agents still seem to enjoy it because it allows them to have a bit of a laugh at the expense of the Seattle-based software giant. In one internal graphic, they replaced the text of Microsoft's original error message with one of their own reading, "This information may be intercepted by a foreign sigint system to gather detailed information and better exploit your machine." ("Sigint" stands for "signals intelligence.")

One of the hackers' key tasks is the offensive infiltration of target computers with so-called implants or with large numbers of Trojans. They've bestowed their spying tools with illustrious monikers like "ANGRY NEIGHBOR," "HOWLERMONKEY" or "WATERWITCH." These names may sound cute, but the tools they describe are both aggressive and effective.

According to details in Washington's current budget plan for the US intelligence services, around 85,000 computers worldwide are projected to be infiltrated by the NSA specialists by the end of this year. By far the majority of these "implants" are conducted by TAO teams via the Internet.

Increasing Sophistication
 
Until just a few years ago, NSA agents relied on the same methods employed by cyber criminals to conduct these implants on computers. They sent targeted attack emails disguised as spam containing links directing users to virus-infected websites. With sufficient knowledge of an Internet browser's security holes -- Microsoft's Internet Explorer, for example, is especially popular with the NSA hackers -- all that is needed to plant NSA malware on a person's computer is for that individual to open a website that has been specially crafted to compromise the user's computer. Spamming has one key drawback though: It doesn't work very often.

Nevertheless, TAO has dramatically improved the tools at its disposal. It maintains a sophisticated toolbox known internally by the name "QUANTUMTHEORY." "Certain QUANTUM missions have a success rate of as high as 80%, where spam is less than 1%," one internal NSA presentation states.

A comprehensive internal presentation titled "QUANTUM CAPABILITIES," which SPIEGEL has viewed, lists virtually every popular Internet service provider as a target, including Facebook, Yahoo, Twitter and YouTube. "NSA QUANTUM has the greatest success against Yahoo, Facebook and static IP addresses," it states. The presentation also notes that the NSA has been unable to employ this method to target users of Google services. Apparently, that can only be done by Britain's GCHQ intelligence service, which has acquired QUANTUM tools from the NSA.

A favored tool of intelligence service hackers is "QUANTUMINSERT." GCHQ workers used this method to attack the computers of employees at partly government-held Belgian telecommunications company Belgacom, in order to use their computers to penetrate even further into the company's networks. The NSA, meanwhile, used the same technology to target high-ranking members of the Organization of the Petroleum Exporting Countries (OPEC) at the organization's Vienna headquarters. In both cases, the trans-Atlantic spying consortium gained unhindered access to valuable economic data using these tools.

Part 3: The NSA's Shadow Network

The insert method and other variants of QUANTUM are closely linked to a shadow network operated by the NSA alongside the Internet, with its own, well-hidden infrastructure comprised of "covert" routers and servers. It appears the NSA also incorporates routers and servers from non-NSA networks into its covert network by infecting these networks with "implants" that then allow the government hackers to control the computers remotely. In this way, the intelligence service seeks to identify and track its targets based on their digital footprints. These identifiers could include certain email addresses or website cookies set on a person's computer. Of course, a cookie doesn't automatically identify a person, but it can if it includes additional information like an email address. In that case, a cookie becomes something like the web equivalent of a fingerprint.

A Race Between Servers
 
Once TAO teams have gathered sufficient data on their targets' habits, they can shift into attack mode, programming the QUANTUM systems to perform this work in a largely automated way. If a data packet featuring the email address or cookie of a target passes through a cable or router monitored by the NSA, the system sounds the alarm. It determines what website the target person is trying to access and then activates one of the intelligence service's covert servers, known by the codename FOXACID.

This NSA server coerces the user into connecting to NSA covert systems rather than the intended sites. In the case of Belgacom engineers, instead of reaching the LinkedIn page they were actually trying to visit, they were also directed to FOXACID servers housed on NSA networks. Undetected by the user, the manipulated page transferred malware already custom tailored to match security holes on the target person's computer.

The technique can literally be a race between servers, one that is described in internal intelligence agency jargon with phrases like: "Wait for client to initiate new connection," "Shoot!" and "Hope to beat server-to-client response." Like any competition, at times the covert network's surveillance tools are "too slow to win the race." Often enough, though, they are effective. Implants with QUANTUMINSERT, especially when used in conjunction with LinkedIn, now have a success rate of over 50 percent, according to one internal document.

Tapping Undersea Cables 
 
At the same time, it is in no way true to say that the NSA has its sights set exclusively on select individuals. Of even greater interest are entire networks and network providers, such as the fiber optic cables that direct a large share of global Internet traffic along the world's ocean floors.

One document labeled "top secret" and "not for foreigners" describes the NSA's success in spying on the "SEA-ME-WE-4" cable system. This massive underwater cable bundle connects Europe with North Africa and the Gulf states and then continues on through Pakistan and India, all the way to Malaysia and Thailand. The cable system originates in southern France, near Marseille. Among the companies that hold ownership stakes in it are France Telecom, now known as Orange and still partly government-owned, and Telecom Italia Sparkle.

The document proudly announces that, on Feb. 13, 2013, TAO "successfully collected network management information for the SEA-Me-We Undersea Cable Systems (SMW-4)." With the help of a "website masquerade operation," the agency was able to "gain access to the consortium's management website and collected Layer 2 network information that shows the circuit mapping for significant portions of the network."
It appears the government hackers succeeded here once again using the QUANTUMINSERT method.

The document states that the TAO team hacked an internal website of the operator consortium and copied documents stored there pertaining to technical infrastructure. But that was only the first step. "More operations are planned in the future to collect more information about this and other cable systems," it continues.

But numerous internal announcements of successful attacks like the one against the undersea cable operator aren't the exclusive factors that make TAO stand out at the NSA. In contrast to most NSA operations, TAO's ventures often require physical access to their targets. After all, you might have to directly access a mobile network transmission station before you can begin tapping the digital information it provides.

Spying Traditions Live On
 
To conduct those types of operations, the NSA works together with other intelligence agencies such as the CIA and FBI, which in turn maintain informants on location who are available to help with sensitive missions. This enables TAO to attack even isolated networks that aren't connected to the Internet. If necessary, the FBI can even make an agency-owned jet available to ferry the high-tech plumbers to their target. This gets them to their destination at the right time and can help them to disappear again undetected after as little as a half hour's work.

Responding to a query from SPIEGEL, NSA officials issued a statement saying, "Tailored Access Operations is a unique national asset that is on the front lines of enabling NSA to defend the nation and its allies." The statement added that TAO's "work is centered on computer network exploitation in support of foreign intelligence collection." The officials said they would not discuss specific allegations regarding TAO's mission.

Sometimes it appears that the world's most modern spies are just as reliant on conventional methods of reconnaissance as their predecessors.

Take, for example, when they intercept shipping deliveries. If a target person, agency or company orders a new computer or related accessories, for example, TAO can divert the shipping delivery to its own secret workshops. The NSA calls this method interdiction. At these so-called "load stations," agents carefully open the package in order to load malware onto the electronics, or even install hardware components that can provide backdoor access for the intelligence agencies. All subsequent steps can then be conducted from the comfort of a remote computer.

These minor disruptions in the parcel shipping business rank among the "most productive operations" conducted by the NSA hackers, one top secret document relates in enthusiastic terms. This method, the presentation continues, allows TAO to obtain access to networks "around the world."

Even in the Internet Age, some traditional spying methods continue to live on.

The Snowden saga: Spies, secrets and security

A look back at the biggest media story of 2013 - Edward Snowden and the NSA surveillance programme.

When on December 16, 2013, a federal judge in Washington, DC, described the National Security Agency (NSA) mass surveillance programme as "likely unconstitutional", journalist Glenn Greenwald called the ruling "pure vindication" for Edward Snowden, the former NSA contractor who blew the whistle on activities that he considered un-American back in June 2013. The ruling was a measure of the impact of a debate that, in a matter of months, has led many to question how far governments should be allowed to infringe upon the privacy of individuals in the name of keeping us safe.

For this special edition of Listening Post we look at how the media has been at the centre of the Snowden story from the beginning. Initially, many in the mainstream media focused more on the character of the messenger than the material he brought to light. Later, certain sectors of the press and political life, especially in the UK, began accusing the journalists involved in the reporting of the leaks, of putting national security at risk.

But these reactions did not prevent a drip feed of stories around the world, orchestrated largely by Glenn Greenwald and the Guardian, but also through the Washington Post and international outlets such as Le Monde and Der Spiegel. Our starting point is Greenwald's home in Rio de Janeiro, launchpad for the story that has struck deep into the heart of the surveillance state.

Talking us through this story are three journalists who know the story better than most: James Bamford, author of The Shadow Factory, who has been described by the New Yorker as "the NSA's chief chronicler"; William Arkin, who has been tracking the expansion of the security state in his Top Secret America project; and Holger Stark, a senior correspondent for Der Spiegel, who has collaborated with Greenwald on stories with international implications. Media lawyer, Lynn Oberlander and Amie Stepanovich from the Electronic Privacy Information Center give us further insight.

The second half of the programme is dedicated to an interview with one of the leading defenders of government surveillance, former NSA general counsel, Stewart Baker. To him, Glenn Greenwald is an "ideologue" who is using Snowden's leaks to cause "maximum possible damage to the US".

Where the Snowden story takes us from now is anyone's guess. What is certain is that the biggest media story of 2013 is showing no sign of letting up in 2014. Stay tuned.

NSA's Secret Toolbox: Unit Offers Spy Gadgets for Every Need

The NSA has a secret unit that produces special equipment ranging from spyware for computers and cell phones to listening posts and USB sticks that work as bugging devices. Here are some excerpts from the intelligence agency's own catalog.

When agents with the NSA's Tailored Access Operations (TAO) division want to infiltrate a network or a computer, they turn to their technical experts. This particular unit of the United States intelligence service is known internally as ANT. The acronym presumably stands for Advanced Network Technology, because that's what the division produces -- tools for penetrating network equipment and monitoring mobile phones and computers. ANT's products help TAO agents infiltrate networks and divert or even modify data wherever the NSA's usual methods won't suffice. You can read more about the TAO division, its strengths and tricks in a SPIEGEL feature that was published in English on Sunday.

SPIEGEL has obtained an internal NSA catalog describing ANT's various products, along with their prices. A rigged monitor cable, for example, which allows "TAO personnel to see what is displayed on the targeted monitor," goes for $30 (€22). An "active GSM base station" that makes it possible to mimic the cell phone tower of a target network and thus monitor mobile phones, is available for $40,000. Computer bugging devices disguised as normal USB plugs, capable of sending and receiving data undetected via radio link, are available in packs of 50, for over $1 million.

Intelligence agencies, incidentally, are not the only ones using these types of devices. The same kind of modified USB plug played a role, for example, in a recent high-tech drug-smuggling case uncovered at the port of Antwerp, Belgium.

Spying on Allies 
 
It has become clear that the ANT arsenal isn't used exclusively to track suspected terrorists. GSM base stations, for example, make it possible to monitor mobile phones, such as that of German Chancellor Angela Merkel. Radar systems such as the one known as "DROPMIRE" have also been used to spy on allies, for example EU representatives in Washington. And the hardware "implants" found in the ANT catalog evidently have been used, for example, to tap encrypted faxes.

NSA malware has also been used against international telecommunications companies, such as partially state-owned Belgian company Belgacom and mobile phone billing service provider MACH. One internal NSA document dating from 2004 describes a spyware program called "VALIDATOR" by saying that it provides "unique backdoor access to personal computers of targets of national interest, including but not limited to terrorist targets."

In the graphic in this article, you can browse nearly 50 pages from the ANT catalog, sorted by where these devices would potentially be used and purged of the names and email addresses of agents. There are "implants," as the NSA calls them, for computers, servers, routers and hardware firewalls. There is special equipment for covertly viewing everything displayed on a targeted individual's monitor. And there are bugging devices that can conduct surveillance without sending out any measurable radio signal -- their signals are instead picked up using radar waves. Many of these items are designed for subverting the technical infrastructure of telecommunications companies to exploit them, undetected, for the NSA's purposes, or for tapping into company networks.

Spyware for mobile phones was even on offer in the 2008 version of the catalog. A Trojan for gaining total access to iPhones, which were still new at the time, was still in development, though its specifications are listed in the catalog.

'Implants' for Cisco, Juniper, Dell, Huawei and HP
 
The catalog is not up to date. Many of the software solutions on offer date from 2008, some apply to server systems or mobile phone models no longer on the market, and it is very likely that the portions SPIEGEL has seen are far from complete. And yet this version still provides considerable insight both into the tools the NSA has had at its disposal for years and into the agency's boundless ambitions. It is safe to assume that ANT's hackers are constantly improving their arsenal. Indeed, the catalog makes frequent mention of other systems that will be "pursued for a future release."
The NSA has also targeted products made by well-known American manufacturers and found ways to break into professional-grade routers and hardware firewalls, such as those used by Internet and mobile phone operators. ANT offers malware and hardware for use on computers made by Cisco, Dell, Juniper, Hewlett-Packard and Chinese company Huawei.

There is no information in the documents seen by SPIEGEL to suggest that the companies whose products are mentioned in the catalog provided any support to the NSA or even had any knowledge of the intelligence solutions. "Cisco does not work with any government to modify our equipment, nor to implement any so-called security 'back doors' in our products," the company said in a statement. The company has also since commented on SPIEGEL's intitial reporting on a Cisco blog. "We are deeply concerned with anything that may impact the integrity of our products or our customers' networks and continue to seek additional information," the company wrote.

A representative of Hewlett-Packard wrote that the company was not aware of any of the information presented in the report and that it did "not believe any of it to be true." Contacted by SPIEGEL reporters, officials at Juniper Networks and Huawei also said they had no knowledge of any such modifications. Meanwhile, Dell officials said the company "respects and complies with the laws of all countries in which it operates."
TAO's implants, in place around the world, have played a significant role in the NSA's ability to establish a global covert network consisting partly of the agency's own hardware, but also of other computers subverted to serve its purposes.

Intercepting Packages and Manipulating Computers 
 
ANT's developers often seek to place their malicious code in BIOS, software located directly on a computer's motherboard that is the first thing to load when the computer is turned on. Even if the hard drive is wiped and a new operating system installed, ANT's malware continues to function, making it possible to later add other spyware back onto the computer.

Along with the BIOS software of computers and servers, the NSA's hackers also attack firmware on computer hard drives, essentially the software that makes the hardware work. The ANT catalog includes, for example, spyware capable of embedding itself unnoticed into hard drives manufactured by Western Digital, Seagate and Samsung. The first two of these are American companies.

Many of these digital tools are "remotely installable," meaning they can be put in place over the Internet. Others, however, require direct intervention, known in NSA jargon as "interdiction." This means that brand new products being delivered by mail are secretly intercepted, and hardware or software implants installed on them. The package is forwarded to its intended destination only after this has been done.

Windows Error Messages Potential Sources of Information
 
One example of the creativity with which the TAO spies approach their work can be seen in a hacking method that exploits frequent errors on Microsoft Windows. Every user of the operating system is familiar with the window that pops up on screen when an internal problem is detected, asking the user to report the error to Microsoft with a click of the mouse. The window promises this communication will be "confidential and anonymous."

For TAO specialists, these crash reports either were or continue to be a welcome source of potential information. When TAO selects a computer somewhere in the world as a target and enters its unique identifiers (an IP address, for example) into the corresponding database, intelligence agents are then automatically notified any time the operating system of that computer crashes and its user receives the prompt to report the problem to Microsoft.

The automated crash reports are a "neat way" to gain "passive access" to a targeted machine, the presentation continues. Passive access means that, initially, only data the computer sends out into the Internet is captured and saved, but the computer itself is not yet manipulated. Still, even this passive access to error messages provides valuable insights into problems with a targeted person's computer and, thus, information on security holes that might be exploitable for planting malware or spyware on the unwitting victim's computer.

Although the method appears to have little importance in practical terms, the NSA's agents still seem to enjoy it because it allows them to have a bit of a laugh at the expense of the Seattle-based software giant. In one internal graphic, they replaced the text of Microsoft's original error message with one of their own reading, "This information may be intercepted by a foreign sigint system to gather detailed information and better exploit your machine." ("Sigint" stands for "signals intelligence.")

In response to a query from SPIEGEL, NSA officials issued a statement saying, "Tailored Access Operations is a unique national asset that is on the front lines of enabling NSA to defend the nation and its allies." The statement added that TAO's "work is centered on computer network exploitation in support of foreign intelligence collection." The officials said they would not discuss specific allegations regarding TAO's mission.

One trail also leads to Germany. According to a document dating from 2010 that lists the "Lead TAO Liaisons" domestically and abroad as well as names, email addresses and the number for their "Secure Phone," a liaison office is located near Frankfurt -- the European Security Operations Center (ESOC) at the so-called "Dagger Complex" at a US military compound in the Griesheim suburb of Darmstadt.

According to the latest leak to go public from Edward Snowden’s NSA document trove, the spy agency hoarded a vast database of cellphone location data, collecting nearly 5 billion records every day on the whereabouts of cellphones all around the world in perhaps the largest mass surveillance program to yet come to light.
As the Washington Post reported, based on documents obtained by Snowden, the NSA has amassed a database enabled as a mass surveillance tool that also includes data belonging to Americans (contrary to initial misleading comments from the Obama administration that U.S. citizens were not surveilled):
The records feed a vast database that stores information about the locations of at least hundreds of millions of devices, according to the officials and the documents, which were provided by former NSA contractor Edward Snowden. New projects created to analyze that data have provided the intelligence community with what amounts to a mass surveillance tool.
The NSA does not target Americans’ location data by design, but the agency acquires a substantial amount of information on the whereabouts of domestic cellphones “incidentally,” a legal term that connotes a foreseeable but not deliberate result.
Of particular interest in the WaPo article, a detail that will no doubt trouble the privacy-concerned among us about the specific NSA targeting of cellphone users who try to remain untraceable through the use of disposable handsets:

Like encryption and anonymity tools online, which are used by dissidents, journalists and terrorists alike, security-minded behavior — using disposable cellphones and switching them on only long enough to make brief calls — marks a user for special scrutiny. CO-TRAVELER takes note, for example, when a new telephone connects to a cell tower soon after another nearby device is used for the last time.
As with the targeting of Tor users, for example, the spy agency is specifically single individuals out for the mere act of attempting to avoid their totalizing surveillance apparatus

THE NORMAL WELL-TEMPERED MIND (Video/Transcipt)

The vision of the brain as a computer, which I still champion, is changing so fast. The brain's a computer, but it's so different from any computer that you're used to. It's not like your desktop or your laptop at all, and it's not like your iPhone except in some ways. It's a much more interesting phenomenon. What Turing gave us for the first time (and without Turing you just couldn't do any of this) is a way of thinking about in a disciplined way and taking seriously phenomena that have, as I like to say, trillions of moving parts. Until late 20th century, nobody knew how to take seriously a machine with a trillion moving parts. It's just mind-boggling.

THE NORMAL WELL-TEMPERED MIND
I'm trying to undo a mistake I made some years ago, and rethink the idea that the way to understand the mind is to take it apart into simpler minds and then take those apart into still simpler minds until you get down to minds that can be replaced by a machine. This is called homuncular functionalism, because you take the whole person. You break the whole person down into two or three or four or seven sub persons that are basically agents. They're homunculi, and this looks like a regress, but it's only a finite regress, because you take each of those in turn and you break it down into a group of stupider, more specialized homunculi, and you keep going until you arrive at parts that you can replace with a machine, and that's a great way of thinking about cognitive science. It's what good old-fashioned AI tried to do and still trying to do.

The idea is basically right, but when I first conceived of it, I made a big mistake. I was at that point enamored of the McCulloch-Pitts logical neuron. McCulloch and Pitts had put together the idea of a very simple artificial neuron, a computational neuron, which had multiple inputs and a single branching output and a threshold for firing, and the inputs were either inhibitory or excitatory. They proved that in principle a neural net made of these logical neurons could compute anything you wanted to compute. So this was very exciting. It meant that basically you could treat the brain as a computer and treat the neuron as a sort of basic switching element in the computer, and that was certainly an inspiring over-simplification. Everybody knew is was an over-simplification, but people didn't realize how much, and more recently it's become clear to me that it's a dramatic over-simplification, because each neuron, far from being a simple logical switch, is a little agent with an agenda, and they are much more autonomous and much more interesting than any switch.
The question is, what happens to your ideas about computational architecture when you think of individual neurons not as dutiful slaves or as simple machines but as agents that have to be kept in line and that have to be properly rewarded and that can form coalitions and cabals and organizations and alliances?  This vision of the brain as a sort of social arena of politically warring forces seems like sort of an amusing fantasy at first, but is now becoming something that I take more and more seriously, and it's fed by a lot of different currents.

Evolutionary biologist David Haig has some lovely papers on intrapersonal conflicts where he's talking about how even at the level of the genetics, even at the level of the conflict between the genes you get from your mother and the genes you get from your father, the so-called madumnal and padumnal genes, those are in opponent relations and if they get out of whack, serious imbalances can happen that show up as particular psychological anomalies.

We're beginning to come to grips with the idea that your brain is not this well-organized hierarchical control system where everything is in order, a very dramatic vision of bureaucracy. In fact, it's much more like anarchy with some elements of democracy.

Sometimes you can achieve stability and mutual aid and a sort of calm united front, and then everything is hunky-dory, but then it's always possible for things to get out of whack and for one alliance or another to gain control, and then you get obsessions and delusions and so forth.

You begin to think about the normal well-tempered mind, in effect, the well-organized mind, as an achievement, not as the base state, something that is only achieved when all is going well, but still, in the general realm of humanity, most of us are pretty well put together most of the time. This gives a very different vision of what the architecture is like, and I'm just trying to get my head around how to think about that.

What we're seeing right now in cognitive science is something that I've been anticipating for years, and now it's happening, and it's happening so fast I can't keep up with it. We're now drowning in data, and we're also happily drowning in bright young people who have grown up with this stuff and for whom it's just second nature to think in these quite abstract computational terms, and it simply wasn't possible even for experts to get their heads around all these different topics 30 years ago. Now a suitably motivated kid can arrive at college already primed to go on these issues. It's very exciting, and they're just going to run away from us, and it's going to be fun to watch.

You couldn't do it, but computer science gives us the ideas, the concepts of levels, virtual machines implemented in virtual machines implemented in virtual machines and so forth. We have these nice ideas of recursive reorganization of which your iPhone is just one example and a very structured and very rigid one at that.

We're getting away from the rigidity of that model, which was worth trying for all it was worth. You go for the low-hanging fruit first. First, you try to make minds as simple as possible. You make them as much like digital computers, as much like von Neumann machines, as possible. It doesn't work. Now, we know why it doesn't work pretty well. So you're going to have a parallel architecture because, after all, the brain is obviously massively parallel.

It's going to be a connectionist network. Although we know many of the talents of connectionist networks, how do you knit them together into one big fabric that can do all the things minds do? Who's in charge? What kind of control system? Control is the real key, and you begin to realize that control in brains is very different from control in computers. Control in your commercial computer is very much a carefully designed top-down thing.   
     
You really don't have to worry about one part of your laptop going rogue and trying out something on its own that the rest of the system doesn't want to do. No, they're all slaves. If they're agents, they're slaves. They are prisoners. They have very clear job descriptions. They get fed every day. They don't have to worry about where the energy's coming from, and they're not ambitious. They just do what they're asked to do and do it brilliantly with only the slightest tint of comprehension. You get all the power of computers out of these mindless little robotic slave prisoners, but that's not the way your brain is organized.   
     
Each neuron is imprisoned in your brain. I now think of these as cells within cells, as cells within prison cells. Realize that every neuron in your brain, every human cell in your body (leaving aside all the symbionts), is a direct descendent of eukaryotic cells that lived and fended for themselves for about a billion years as free-swimming, free-living little agents. They fended for themselves, and they survived.
          
They had to develop an awful lot of know-how, a lot of talent, a lot of self-protective talent to do that. When they joined forces into multi-cellular creatures, they gave up a lot of that. They became, in effect, domesticated. They became part of larger, more monolithic organizations. My hunch is that that's true in general. We don't have to worry about our muscle cells rebelling against us, or anything like that. When they do, we call it cancer, but in the brain I think that (and this is my wild idea) maybe only in one species, us, and maybe only in the obviously more volatile parts of the brain, the cortical areas, some little switch has been thrown in the genetics that, in effect, makes our neurons a little bit feral, a little bit like what happens when you let sheep or pigs go feral, and they recover their wild talents very fast.

Maybe a lot of the neurons in our brains are not just capable but, if you like, motivated to be more adventurous, more exploratory or risky in the way they comport themselves, in the way they live their lives. They're struggling amongst themselves with each other for influence, just for staying alive, and there's competition going on between individual neurons. As soon as that happens, you have room for cooperation to create alliances, and I suspect that a more free-wheeling, anarchic organization is the secret of our greater capacities of creativity, imagination, thinking outside the box and all that, and the price we pay for it is our susceptibility to obsessions, mental illnesses, delusions and smaller problems.

We got risky brains that are much riskier than the brains of other mammals even, even more risky than the brains of chimpanzees, and that this could be partly a matter of a few simple mutations in control genes that release some of the innate competitive talent that is still there in the genomes of the individual neurons. But I don't think that genetics is the level to explain this. You need culture to explain it.

This, I speculate, is a response to our invention of culture; culture creates a whole new biosphere, in effect, a whole new cultural sphere of activity where there's opportunities that don't exist for any other brain tissues in any other creatures, and that this exploration of this space of cultural possibility is what we need to do to explain how the mind works.

Everything I just said is very speculative. I'd be thrilled if 20 percent of it was right. It's an idea, a way of thinking about brains and minds and culture that is, to me, full of promise, but it may not pan out. I don't worry about that, actually. I'm content to explore this, and if it turns out that I'm just wrong, I'll say, "Oh, okay. I was wrong. It was fun thinking about it," but I think I might be right.

I'm not myself equipped to work on a lot of the science; other people could work on it, and they already are in a way. The idea of selfish neurons has already been articulated by Sebastian Seung of MIT in a brilliant keynote lecture he gave at Society for Neuroscience in San Diego a few years ago. I thought, oh, yeah, selfish neurons, selfish synapses. Cool. Let's push that and see where it leads. But there are many ways of exploring this. One of the still unexplained, so far as I can tell, and amazing features of the brain is its tremendous plasticity.

Mike Merzenich sutured a monkey's fingers together so that it didn't need as much cortex to represent two separate individual digits, and pretty soon the cortical regions that were representing those two digits shrank, making that part of the cortex available to use for other things. When the sutures were removed, the cortical regions soon resumed pretty much their earlier dimensions. If you blindfold yourself for eight weeks, as Alvaro Pascual-Leone does in his experiments, you find that your visual cortex starts getting adapted for Braille, for haptic perception, for touch.
The way the brain spontaneously reorganizes itself in response to trauma of this sort, or just novel experience, is itself one of the most amazing features of the brain, and if you don't have an architecture that can explain how that could happen and why that is, your model has a major defect. I think you really have to think in terms of individual neurons as micro-agents, and ask what's in it for them?

Why should these neurons be so eager to pitch in and do this other work just because they don't have a job? Well, they're out of work. They're unemployed, and if you're unemployed, you're not getting your neuromodulators. If you're not getting your neuromodulators, your neuromodulator receptors are going to start disappearing, and pretty soon you're going to be really out of work, and then you're going to die.

In this regard, I think of John Holland’s work on the emergence of order. His example is New York City. You can always find a place where you can get gefilte fish, or sushi, or saddles or just about anything under the sun you want, and you don't have to worry about a state bureaucracy that is making sure that supplies get through. No. The market takes care of it. The individual web of entrepreneurship and selfish agency provides a host of goods and services, and is an extremely sensitive instrument that responds to needs very quickly.

Until the lights go out. Well, we're all at the mercy of the power man. I am quite concerned that we're becoming hyper-fragile as a civilization, and we're becoming so dependent on technologies that are not as reliable as they should be, that have so many conditions that have to be met for them to work, that we may specialize ourselves into some very serious jams. But in the meantime, thinking about the self-organizational powers of the brain as very much like the self-organizational powers of a city is not a bad idea. It just reeks of over-enthusiastic metaphor, though, and it's worth reminding ourselves that this idea has been around since Plato.

Plato analogizes the mind of a human being to the state. You've got the rulers and the guardians and the workers. This idea that a person is made of lots of little people is comically simpleminded in some ways, but that doesn't mean it isn't, in a sense, true. We shouldn't shrink from it just because it reminds us of simpleminded versions that have been long discredited. Maybe some not so simpleminded version is the truth.


There are a lot of cultural fleas
My next major project will be trying to take another hard look at cultural evolution and look at the different views of it and see if I can achieve a sort of bird's eye view and establish what role, if any, is there for memes or something like memes and what are the other forces that are operating. We are going to have to have a proper scientific perspective on cultural change. The old-fashioned, historical narratives are wonderful, and they’re full of gripping detail, and they're even sometimes right, but they only cover a small proportion of the phenomena. They only cover the tip of the iceberg.

Basically, the model that we have and have used for several thousand years is the model that culture consists of treasures, cultural treasures. Just like money, or like tools and houses, you bequeath them to your children, and you amass them, and you protect them, and because they're valuable, you maintain them and prepare them, and then you hand them on to the next generation and some societies are rich, and some societies are poor, but it's all goods. I think that vision is true of only the tip of the iceberg. 
    
Most of the regularities in culture are not treasures. It's not all opera and science and fortifications and buildings and ships. It includes all kinds of bad habits and ugly patterns and stupid things that don't really matter but that somehow have got a grip on a society and that are part of the ecology of the human species in the same way that mud, dirt and grime and fleas are part of the world that we live in. They're not our treasures. We may give our fleas to our children, but we're not trying to. It's not a blessing. It's a curse, and I think there are a lot of cultural fleas. There are lots of things that we pass on without even noticing that we're doing it and, of course, language is a prime case of this, very little deliberate intentional language instruction goes on or has to go on.

Kids that are raised with parents pointing out individual objects and saying, "See, it's a ball. It's red. Look, Johnny, it's a red ball, and this is a cow, and look at the horsy" learn to speak, but so do kids who don’t have that patient instruction. You don't have to do that. Your kids are going to learn ball and red and horsy and cow just fine without that, even if they're quite severely neglected. That's not a nice observation to make, but it's true. It's almost impossible not to learn language if you don't have some sort of serious pathology in your brain.
Compare that with chimpanzees. There are hundreds of chimpanzees who have spent their whole lives in human captivity. They've been institutionalized. They've been like prisoners, and in the course of the day they hear probably about as many words as a child does. They never show any interest. They never apparently get curious about what those sounds are for. They can hear all the speech, but it's like the rustling of the leaves. It just doesn't register on them as worth attention.

But kids are tuned for that, and it might be a very subtle tuning. I can imagine a few small genetic switches, which, if they were just in a slightly different position, would make chimpanzees just as pantingly eager to listen to language as human babies are, but they're not, and what a difference it makes in their world! They never get to share discoveries the way we do and to share our learning. That, I think, is the single feature about human beings that distinguishes us most clearly from all others: we don't have to reinvent the wheel. Our kids get the benefit of not just what grandpa and grandma and great grandpa and great grandma knew. They get the benefit of basically what everybody in the world knew in the years when they go to school. They don't have to invent calculus or long division or maps or the wheel or fire. They get all that for free. It just comes as part of the environment. They get incredible treasures, cognitive treasures, just by growing up.

I've got a list as long as my arm of stuff that I've been trying to get time to read. I'm going to Paris in December and talking at the Dan Sperber conference, and I'm going to be addressing Dan's concerns about cultural evolution. I think he's got some great ideas and some ideas I think he's wrong about. So that's a very fruitful disagreement for me.

A lot of naïve thinking by scientists about free will
"Moving Naturalism Forward" was a nice workshop that Sean Carroll put together out in Stockbridge a couple of weeks ago, and it was really interesting. I learned a lot. I learned more about how hard it is to do some of these things and that's always useful knowledge, especially for a philosopher.

If we take seriously, as I think we should, the role that Socrates proposed for us as midwives of thinking, then we want to know what the blockades are, what the imagination blockades are, what people have a hard time thinking about, and among the things that struck me about the Stockbridge conference were the signs of people really having a struggle to take seriously some ideas which I think they should take seriously.

I was struggling, too, because there were scientific ideas that I found hard to get my head around. It's interesting that you can have a group of people who are trying to communicate. They're not showing off. They're interested in finding points of common agreement, and they're still having trouble, and that's something worth seeing and knowing what that's about, because then you go into the rest of your forays sadder but wiser. Well, sort of. You at least are alert to how hard it can be to implant a perspective or a way of thinking in somebody else's mind.

I realized I really have my work cut out for me in a way that I had hoped not to discover. There's still a lot of naïve thinking by scientists about free will. I've been talking about it quite a lot, and I do my best to undo some bad thinking by various scientists. I’ve had some modest success, but there's a lot more that has to be done on that front. I think it's very attractive to scientists to think that here's this several-millennia-old philosophical idea, free will, and they can just hit it out of the ballpark, which I’m sure would be nice if it was true.

It's just not true. I think they're well intentioned. They're trying to clarify, but they're really missing a lot of important points. I want a naturalistic theory of human beings and free will and moral responsibility as much as anybody there, but I think you've got to think through the issues a lot better than they've done, and this, happily, shows that there's some real work for philosophers.

Philosophers have done some real work that the scientists jolly well should know. Here's an area where it was one of the few times in my career when I wanted to say to a bunch of scientists, "Look. You have some reading to do in philosophy before you hold forth on this. There really is some good reading to do on these topics, and you need to educate yourselves."


A combination of arrogance and cravenness
The figures about American resistance to evolution are still depressing, and you finally have to realize that there's something structural. It's not that people are stupid, and I think it's clear that people, everybody, me, you, we all have our authorities, our go-to people whose word we trust. If you want to question about the economic situation in Greece, for instance, you need to check it out with somebody whose opinion on that we think is worth taking seriously. We don't try to work it out for ourselves. We find some expert that we trust, and right around the horn, whatever the issues are, we have our experts, and so a lot of people have as their experts on matters of science, they have their pastors. This is their local expert.   

I don't blame them. I wish they were more careful about vetting their experts and making sure that they found good experts. They wouldn't choose an investment advisor, I think, as thoughtlessly as they go along with their pastor. I blame the pastors, but where do they get their ideas? Well, they get them from the hierarchies of their churches. Where do they get their ideas? Up at the top, I figure there's some people that really should be ashamed of themselves. They know better.

They're lying, and when I get a chance, I try to ask them that. I say, "Doesn't it bother you that your grandchildren are going to want to know why you thought you had to lie to everybody about evolution?" I mean, really. They're lies. They've got to know that these are lies. They're not that stupid, and I just would love them to worry about what their grandchildren and great grandchildren would say about how their ancestors were so craven and so arrogant. It's a combination of arrogance and cravenness.

We now have to start working on that structure of experts and thinking, why does that persist? How can it be that so many influential, powerful, wealthy, in-the-public people can be so confidently wrong about evolutionary biology? How did that happen? Why does it happen? Why does it persist? It really is a bit of a puzzle if you think about how they'd be embarrassed not to know that the world is round. I think that would be deeply embarrassing to be that benighted, and they'd realize it. They'd be embarrassed not to know that HIV is the vector of AIDS. They'd be embarrassed to not understand the way the tides are produced by the gravitational forces of the moon and the sun. They may not know the details, but they know that the details are out there. They could learn them in 20 minutes if they wanted to. How did they get themselves in the position where they could so blithely trust people who they'd never buy stocks and bonds from? They'd never trust a child's operation to a doctor that was as ignorant and as ideological as these people. It is really strange. I haven't got to the bottom of that.


This pernicious sort of lazy relativism
A few years ago, Linda LaScola, who's a very talented investigator, questioner, interviewer, and I started a project where we found closeted non-believing pastors who still had churches and would speak in confidence to her. She's a very good interviewer, and she got and earned their trust, and then they really let their hair down and explained how they got in the position they're in and what it's like. What is it like to be a pastor who has to get up and say the creed every Sunday when you don't believe that anymore? And they're really caught in a nasty trap.
When we published the first study, there was a lot of reaction, and one of the amazing things was the dogs that didn't bark. Nobody said we were making it up or it wasn't a problem. Every religious leader knows. It's their dirty little secret. They knew jolly well that what we were looking at was the tip of an iceberg; that there are a lot of pastors out there who simply don't believe what their parishioners think they believe, and some of them are really suffering, and some of them aren't, and that's interesting, too.

Phase two we've spread out and looked at a few more, and we've also started looking at seminary professors, the people that teach the pastors what they learn and often are instrumental in starting them down the path of this sort of systematic hypocrisy where they learn in seminary that there's what you can talk about in the seminary, and there's what you can say from the pulpit, and those are two different things. I think that this phenomenon of systematic hypocrisy is very serious. It is the structural problem in religion today, and churches deal with it in various ways, none of them very good.

The reason they can't deal with them well is they have a principle, which is a little bit like the Hippocratic oath of medicine. First, do no harm. Well, they learn this, and they learn that from the pulpit the one thing they mustn't do is shake anybody's faith. If they've got a parish full of literalists, young earth ceationists, literal Bible believers who believe that all the miracles in the Bible really happened, and that the resurrection is the literal truth and all that, they must not disillusion those people. But then they also realize that a lot of other parishioners are not so sure; they think it's all sort of metaphor. Symbolic, yes, but they don't take it literally true.           
How do they thread the needle so that they don't offend the sophisticates in their congregation by insisting on the literal truth of the book of Genesis, let's say, while still not scaring, betraying, pulling the rug out from under the more naïve and literal-minded of their parishioners? There's no good solution to that problem as far as we can see, since they have this unspoken rule that they should not upset, undo, subvert the faith of anybody in the church.

This means that there's a sort of enforced hypocrisy where the pastors speak from the pulpit quite literally, and if you weren't listening very carefully, you’d think: oh my gosh, this person really believes all this stuff. But they're putting in just enough hints for the sophisticates in the congregation so that the sophisticates are supposed to understand: Oh, no. This is all just symbolic. This is all just metaphorical. And that's the way they want it, but of course, they could never admit it. You couldn't put a little neon sign up over the pulpit that says, "Just metaphor, folks, just metaphor." It would destroy the whole thing.

You can't admit that it's just metaphor even when you insist when anybody asks that it's just metaphor, and so this professional doubletalk persists, and if you study it for a while the way Linda and I have been doing, you come to realize that's what it is, and that means they've lost track of what it means to tell the truth. Oh, there are so many different kinds of truth. Here's where postmodernism comes back to haunt us. What a pernicious bit of intellectual vandalism that movement was! It gives license to this pernicious sort of lazy relativism.

One of the most chilling passages in that great book by William James, The Varieties of Religious Experience, is where he talks about soldiers in the military: "Far better is it for an army to be too savage, too cruel, too barbarous, thant to possess too much sentimentality and human reasonableness.” This is a very sobering, to me, a very sobering reflection. Let's talk about when we went into Iraq. There was Rumsfeld saying, "Oh, we don't need a big force. We don't need a big force. We can do this on the cheap," and there were other people, retrospectively we can say they were wiser, who said, "Look, if you're going to do this at all, you want to go in there with such overpowering, such overwhelming numbers and force that you can really intimidate the population, and you can really maintain the peace and just get the population to sort of roll over, and that way actually less people get killed, less people get hurt. You want to come in with an overwhelming show of force."     

We didn't do that, and look at the result. Terrible. Maybe we couldn't do it. Maybe Rumsfeld knew that the American people would never stand for it. Well, then, they shouldn't go in, because look what happened. But the principle is actually one that's pretty well understood.  If you don't want to have a riot, have four times more police there than you think you need. That's the way not to have a riot and nobody gets hurt because people are not foolish enough to face those kinds of odds. But they don't think about that with regard to religion, and it's very sobering. I put it this way.     

Suppose that we face some horrific, terrible enemy, another Hitler or something really, really bad, and here's two different armies that we could use to defend ourselves. I'll call them the Gold Army and the Silver Army; same numbers, same training, same weaponry. They're all armored and armed as well as we can do. The difference is that the Gold Army has been convinced that God is on their side and this is the cause of righteousness, and it's as simple as that. The Silver Army is entirely composed of economists. They’re all making side insurance bets and calculating the odds of everything.

Which army do you want on the front lines? It's very hard to say you want the economists, but think of what that means. What you're saying is we'll just have to hoodwink all these young people into some false beliefs for their own protection and for ours. It's extremely hypocritical. It is a message that I recoil from, the idea that we should indoctrinate our soldiers. In the same way that we inoculate them against diseases, we should inoculate them against the economists’—or philosophers’—sort of thinking, since it might lead to them to think: am I so sure this cause is just? Am I really prepared to risk my life to protect? Do I have enough faith in my commanders that they're doing the right thing? What if I'm clever enough and thoughtful enough to figure out a better battle plan, and I realize that this is futile? Am I still going to throw myself into the trenches? It's a dilemma that I don't know what to do about, although I think we should confront it at least
